A-76 PWS HISTORICAL DATA

The PWS should not include the current or historical direct labor hours associated with the various contract requirements.  The PWS should only present what work is to be done and how much work to expect, not how many hours it takes (or took) the in-house work force to do the work.

The management study team uses the historical in-house labor hours associated with the workload to prepare the management study and develop the MEO.  The Management Study is a close-hold document, and it is not available to potential contractors until the public review period after the bid opening takes place.

Keep in mind, the majority of the in-house bid costs will consist of personnel costs associated with the number of full time equivalents (FTEs) and pay grades of the MEO.

Providing previous labor hour data and/or costs is essentially giving away the Government's A-76 bid!
