To present an MEO contract administration course tailored to the unique requirement of transitioning from the current activity inñhouse work force to the most efficient organization (MEO) resulting from a Commercial Activities (CA) study.

MEO CONTRACT ADMINISTRATION COURSE

COURSE SYLLABUS

This course is designed to train personnel responsible for the administration and surveillance of services received through the most efficient organization (MEO). This training provides students with an understanding of the contracting process, focusing on the implementation of quality assurance (QA) and administering the resultant MEO "contract". The student will be trained to use quality assurance surveillance plans (QASPs) and inspection work sheets, develop inspection schedules, identify situations that may require performance work statement (PWS) and MEO changes, and prepare modifications to the PWS, MEO, and the CA in-house cost estimate (IHCE). This training will provide the student with the foundation and confidence to implement and administer an effective MEO. The course concludes with an MEO administration orientation for organizational and MEO personnel not directly involved with MEO administration and surveillance, but need an awareness of such anticipated MEO operations to successfully execute their responsibilities. Such personnel may include MEO managers and MEO personnel with quality control responsibilities, as well as mangers outside the MEO who have a direct impact on MEO operations and assignments.

COURSE SUBJECTS

Day 1

0800 - 0900:  Post Award CA Review Requirements  Discusses the required post-award MEO review as applies to the MEO, PWS, QASP, and the IHCE.

0900 - 1000:  Commercial Contracts vs. MEO Contracts  Describes the operation of and differences between a commercial and an MEO type contract. Includes the characteristics of the two contract types, their typical operation, and the usual contract/MEO participants.

1000 - 1100:  Understanding the Concept of a PWS  Describes the purpose of a performance work statement (PWS), the performance based service contract approach, how "performance" is defined and specified, the difference between processes and outputs (i.e. the actual contract deliverables), and how the Governmentís performance expectations are identified in the PWS.

1100 - 1200:  PRS Exercise  Provides the opportunity to develop the performance requirements summary (PRS) from the PWS specification content and to be able to identify operable and inoperable PRSs. Describes how this PWS development step establishes the potential quality assurance approach.

1300 - 1400:  Determine MEO PWS Outputs  Using the PRS from the CA study, provides the opportunity to select the actual contract deliverables that should be included in the MEO QA surveillance effort.

1400 - 1500:  MEO PRS Development Exercise  Using the list of actual MEO contract deliverables, provides the opportunity to prepare revised PRSs suitable for MEO contract surveillance.

1500 - 1600:  Quality Assurance and the Inspection Process  Discusses the difference between quality assurance (QA) and quality control (QC). Describes the connection between the PWS PRS and the resulting QA plans, the various types of surveillance, the criteria used to select an appropriate surveillance method for each contract deliverable, the QASP, and the requirement for appropriate performance documentation.

 

Day 2

0800- 0900:  Quality Assurance Plans (QASP)  Describes the purpose of a QASP, the typical QASP format and surveillance documentation worksheets, typical procedures for selecting services for surveillance, the evaluation procedures, and the performance analyses.

0900 - 1100:  MEO QASP Development Exercise  Based on the revised PRS, provides the opportunity to develop revised QASPs based on the actual MEO contract deliverables.

1100 - 1200:  MEO Contract Surveillance  Describes establishing surveillance schedules, documenting the MEO performance, and subsequent required QA actions.

1300 - 1500:  Post Award MEO, PWS and QASP Modifications  Describes the methods of documenting the subsequent modification of the MEO, PWS, QASP, and IHCE resulting from actual MEO experience.

1500 - 1600:  Developing a Corporate Quality Management Program  Discusses the requirement for mutual activity and MEO performance expectations, shared performance evaluation standards, resolving any differences between the MEO QC and activity QA philosophies, establishing a shared performance documentation database, and ideal activity levels of QA surveillance.

 

Day 3

0800 - 1100:  Documenting Performance Using AQAS   Provides an opportunity to evaluate the potential of using the Automated Quality Assurance System to schedule QA surveillance and document MEO PWS performance through a "hands on" exercise.

1100 - 1600 MEO Managers' Contract Orientation

            1100 - 1200:  Post Award CA Review Requirements

            1300 - 1400:  Commercial Contracts vs. MEO Contracts

            1400 - 1500:  MEO Contract Surveillance

            1500 - 1600:  Post Award MEO and PWS Modifications

  

PERIOD OF PERFORMANCE: 3 days

 

GOVERNMENT ASSISTANCE: Provide the instructor copies of the CA study PWS, PRS, and QA plans to develop course exercises. Provide appropriate training facility, including computer equipment for presenting PowerPoint presentations and a computer for each student.

 

COST OF COURSE AND ESTIMATED TRAVEL COSTS:

        a. Course cost: $2200.00. Includes all course development, course materials, and presentation for a 2‡ day course.

        b. Travel and Per Diem: Based on estimated airline and car rental car costs and the JFTR per diem allowances.
