HOUSING A-76 STUDY PREPARATION TRAINING A Proposal Submitted By Herbert L. Hollar PROPOSAL SUMMARY To present an A-76 study preparation course tailored to the unique requirement of Air Force Family Housing Management in conducting a Commercial Activities study. Contractor: The Herb Hollar Company, hhollar@msn.com WORK SCOPE: HOUSING A-76 STUDY PREPARATION TRAINING COURSE SYLLABUS This course is designed to train Air Force Housing Management person responsible to conduct an A-76 study, to include developing the performance work statement (PWS), the Quality Assurance Surveillance Plan (QASP), the most efficient organization (MEO), and developing the organization responsible for administration and surveillance of the resulting MEO or contract. This training provides students with an understanding of the A-76 process, basic approaches to service contracting, the purpose for a PWS and a QASP, developing the MEO, and the effort required to administer a potential commercial or MEO contract. This training will provide the student with the foundation and confidence to effectively lead and/or participate on a Housing Management A-76 team. COURSE SUBJECTS Day 1 0800 - 1000: Commercial Activities A-76 Program Overview: Provides a quick overview of all aspects of a typical A-76 study, with specific emphasis on the procedures to develop the in-house cost estimate (IHCE), i.e. the MEO contract bid. 1000 - 1100: Understanding the Concept of a PWS: Describes the purpose of a performance work statement (PWS), the performance based service contract approach, how "performance" is defined and specified, the difference between processes and outputs (i.e. the actual contract deliverables), and how the Governmentís performance expectations are identified in the PWS. 1100 - 1200: Contract Basics: Describes the different types of service contracts, their specific purpose, how to best match a particular contract type to a specific housing management service, and how to combine these contract types into a single specification that will best present the housing management products and services (i.e. the contract deliverables). Also covers the typical portions of the contract solicitation for which the Housing Management function should be responsible. 1300 - 1500: Determine MEO PWS Outputs: Based on the specific housing functions announced for the A-76 study, develops a list of the specific housing function contract deliverables (versus processes or procedures) and the unique performance requirements of each deliverable the potential MEO is capable of providing and desired by the command. This will serve as the basis for the A-76 contract competition. 1500 - 1600: Service Delivery Summary (SDS) Exercise: Using the list of MEO contract deliverables, provides the opportunity to prepare an SDS to specifically describe the Governmentís performance expectation from the potential service provider, MEO or contractor.
Day 2 0800 - 0900: Quality Assurance and the Inspection Process: Discusses the difference between quality assurance (QA) and quality control (QC). Describes the connection between the PWS SDS and the resulting QA plans, the various types of surveillance, the criteria used to select an appropriate surveillance method for each contract deliverable, the quality assurance surveillance plan QASP, and the requirement for appropriate performance documentation. 0900 - 1000: Quality Assurance Plans (QASP): Describes the purpose of a QASP, the typical QASP format and surveillance documentation worksheets, typical procedures for selecting services for surveillance, the performance evaluation procedures, and the performance analyses. 1000 - 1100: Implementing the QASP: Describes establishing surveillance schedules, documenting the MEO performance, and subsequent required QA actions. 1100 - 1200: Commercial Contracts vs. MEO Contracts: Describes the operation of and differences between a commercial and an MEO type contract. Includes the characteristics of the two contract types, their typical operation, and the usual contract/MEO participants. 1300 - 1400: The Most Efficient Organization (MEO): Discusses methods to develop the best possible organization to perform the work defined in the PWS and how to document the governmentís ability to accomplish the PWS, 1400 - 1600: MEO Development: A class exercise in developing process analyses and developing methods to document the anticipated number of deliverables the MEO potentially can produce. This step serves as the basis for the PWS projected workload quantities, as well as a basis to determine the number and classification of the MEO staffing requirements.
Day 3 0800 - 0900: A-76 Team Resource Requirements: Discusses the typical A-76 team membership and their individual contributions and responsibilities, the proper perspective the team members should have in the forthcoming study endeavor, and the appropriate use of a consultant. 0900 - 1000: Organizing The A-76 Study Team: How to best match each team member to an assigned task, based on that personís ability to contribute. Covers developing an A-76 study schedule and protecting Housing Office personnel from losing their "first right of refusal" rights, based on their participation in the A-76 study. Discusses the requirement for separating the PWS and MEO developers as the study proceeds. 1000 - 1200: Starting The A-76 Study: Discusses conducting a business unit analysis, which current records may be used to identify quantities and quality of deliverables, establish the level of expertise required to accomplish the deliverables, and determine the customerís expectations. With this is mind, develop a study strategy. 1300 - 1400: The Contract Solicitation, Procuring A "Best Value" Contract: Covers the steps to set up and conduct a Best Value, Negotiated Procurement, how the best value offeror is compared with the MEO in the A-76 cost study, and establishing technical proposal evaluation criteria for use in the forthcoming technical evaluation. 1400 - 1600: Developing the Technical Proposal Submittal Requirements: Based on the MEO PWS outputs developed during the class, starts preparing proposal submittal requirements that must be submitted by both the commercial offerors and the MEO.
Day 4 0800 - 0900: Post Award CA Review Requirements: Discusses the required post-award MEO review as applies to the MEO, PWS, QASP, and the IHCE. 0900 - 1000: MEO Contract Surveillance: Describes establishing surveillance schedules, documenting the MEO performance, and subsequent required QA actions. 1000 - 1100: Post Award MEO, PWS and QASP Modifications: Describes the methods of documenting the subsequent modification of the MEO, PWS, QASP, and IHCE resulting from actual MEO experience. 1100 - 1200: Overview of the Automated Quality Assurance System (AQAS) Provides an opportunity to evaluate the potential of using the Automated Quality Assurance System to schedule QA surveillance and document MEO or commercial contractor contract performance 1300 - 1600: An AQAS Exercise: Provides a "hands on" exercise.
PERIOD OF PERFORMANCE: 4 days
GOVERNMENT ASSISTANCE: Provide appropriate training facility, including computer equipment for presenting PowerPoint presentations and a computer for each student on Day 4.
