PERFORMANCE WORK STATEMENT (PWS) TRAINING

COURSE SYLLABUS

This course is designed to train personnel responsible for preparing the A-76 study contract specification. It will provide the student with an understanding of the types of contracts typically used in an A-76 study, portions of the specification that are the responsibility of the A-76 PWS development team, developing performance based contract requirements, quality assurance considerations in specification development, how to procure a "best value" contract, and developing an A-76 procurement strategy.

 

COURSE SUBJECTS

Day 1

0800 - 0900:  A-76 Overview  Discusses the purpose of the PWS related A-76 study components, to include the Performance Work Statement (PWS), the Most Efficient Organization (MEO) study, The In-House Quality Control Plan, the MEO Technical Performance Plan, and the in-house cost estimate (IHCE) (i.e. the Governmentís bid).

0900 - 1200:  Contract Basics  Describes the types of service contracts frequently used in A-76 cost comparison studies. Includes procedures to describe performance based contract requirements, how to establish meaningful work quality and performance requirements that can be used to deduct contract payment in the event of unsatisfactory service, how incentive fees should be used in an A-76 study, and a review of the uniform contract format (i.e. the service contract format) with particular emphasis of the "non-technical" portions that should be prepared by the A-76 PWS development team.

1300 - 1500:  Developing Contract Requirements  Describes the purpose of a PWS, the performance based service contract approach, how "performance" is defined and specified, the difference between processes and outputs (i.e. the actual contract deliverables), and how the Governmentís performance expectations are best identified in the PWS. Describes the preparation of the performance requirements summary (PRS) that will serve as the basis of the PWS. Describes how this PRS development step establishes the potential quality assurance approach.

1500 - 1600:  The "Contracted" Environment  Contrasts the differences between an in-house and contract operation, and how to prepare a PWS to best assure a potential contract will provide support equal to that of the Governmentís most efficient organization (MEO).

 

>Day 2

0800 - 1000:  Obtaining Workload and Performance Information  Describes how to obtain workload and performance information from the employees in the studied functions, and how to distill that data into performance requirements and projected workloads for the PWS.

1000 - 1200:  Writing The PWS   Presents typical specification formats, guide specification sources, how to tailor similar PWSs to your situation, and the effective use of a specification development consultant.

1300 - 1400:  Quality Assurance Surveillance Plan (QASP)  Describes the connection between the PWS, PRS, and the resulting QA plans, the various types of surveillance, the criteria used to select an appropriate surveillance method for each contract deliverable, the QASP, and the requirement for appropriate performance documentation.

1400 - 1600:  Procuring a "Best Value" Contractor  Describes the process of conducting a negotiated procurement, developing technical proposal requirements to best assure only fully qualified offerors participate in the A-76 competition, and how the proposals are typically evaluated.

 

WORK DELIVERABLES:

 

PERIOD OF PERFORMANCE: 2 days

 

GOVERNMENT ASSISTANCE: Provide appropriate training facility, including computer equipment for presenting PowerPoint presentations and a computer for each student.

 

COST OF COURSE AND ESTIMATED TRAVEL COSTS:

        a. Course cost: $2000.00. Includes all course development, course materials, and presentation for a 2 day course.

        b. Travel and Per Diem: Based on estimated airline and car rental car costs and the JFTR per diem allowances.
