To present an quality assurance course tailored to the unique requirement of transitioning from the current activity inñhouse work force to contract resulting from a Commercial Activities (CA) study. (Note: This course provides the required content for the NAVFAC Quality Assurance Evaluators Course.)

QUALITY ASSURANCE EVALUATION (QAE) TRAINING COURSE

COURSE SYLLABUS

This course is designed to train personnel responsible for the surveillance of services received through a contract resulting from a CA study This training provides students with an understanding of the contracting process, and focuses on the implementation of quality assurance (QA) evaluation plans. The student will be trained to write QA plans, develop inspection work sheets, modify specifications to improve surveillance capability, and develop inspection schedules. This training will provide the student with the foundation and confidence to develop an effective QA program.

 

COURSE SUBJECTS

Day 1

0800 - 0900:  Roles And Responsibilities  Presents the roles and responsibilities of the acquisition process participants, with specific emphasis on the quality assurance evaluator (QAE) and the contractorís quality control (QC) staff.

0900 - 1200:  Contract Content  Describes the types of service contracts frequently used for facility services and the situations requiring the use of "construction" or "service" contracts. Describes a procedure to describe contract requirements, how to establish meaningful work quality and performance requirements that can be used to deduct payment in the event of unsatisfactory service, and how to state those performance requirements in the contract specification.

1300 - 1500:  PRS Exercise  Provides the opportunity to develop the performance requirements summary (PRS) from the PWS specification content and to be able to identify operable and inoperable PRSs. Describes how this PWS development step establishes the potential quality assurance approach. Additionally, the current CA specification PRS will be reviewed, the actual contract deliverables identified, and the PRS revised as required to provide an operable basis for subsequent quality assurance operations.

1500 - 1600:  Uniform Contract Format (UCF) Review  Describes the various UCF sections important to the quality assurance process.

 

Day 2

0800 - 1000:  Surveillance Methods  Discusses the difference between quality assurance (QA) and quality control (QC). Describes the connection between the PWS PRS and the resulting QA plans, the various types of surveillance, the criteria used to select an appropriate surveillance method for each contract deliverable, the QASP, and the requirement for appropriate performance documentation.

1000 - 1100:  Surveillance Selection Exercise  Provides the opportunity to select an appropriate surveillance method for a particular contract service.

1100 - 1200, 1300 - 1400:  Quality Assurance Plans (QASP)  Describes the purpose of a QASP, the typical QASP format and surveillance documentation worksheets, typical procedures for selecting services for surveillance, the evaluation procedures, and the performance analyses.

1400 - 1500: QA Plan Exercise  An exercise to adapt a "guide QA plan" to a local situation.

1500 - 1600:  QA Plan Preparation Exercise  Given extracts from several specifications, participants will prepare complete QA plans using sample guide QA plans, selecting surveillance methods, and develop formats to use to record inspection results.

0800 - 1000:  QA Plan Preparation Exercise (cont.)

1000 - 1200:  QASP Implementation  Describes establishing surveillance schedules, documenting the MEO performance, and subsequent required QA actions.

1300 - 1500:  QASP Results  Describes the various remedies to implement in the event of unsatisfactory performance.

1500 - 1600:  Other QA Functions  Covers the typical non-surveillance duties assigned to the QAE.

 

Day 4

0800 - 1200:  Documenting Performance Using AQAS  Provides an opportunity to evaluate the potential of using the Automated Quality Assurance System to schedule QA surveillance and document contract performance through a "hands on" exercise.

 

PERIOD OF PERFORMANCE: 3‡ days

 

GOVERNMENT ASSISTANCE: Provide appropriate training facility, including computer equipment for presenting PowerPoint presentations and a computer for each student.

 

COST OF COURSE AND ESTIMATED TRAVEL COSTS:

  1. Course cost: $2800.00. Includes all course development, course materials, and presentation for a 3‡ day course.
  2. Travel and Per Diem: Based on estimated airline and car rental car costs and the JFTR per diem allowances
