To present an A-76 "Getting Started" course tailored to the unique requirement of starting an A-76 study at a specific activity/installation.

A-76 STUDY PREPARATION (GETTING STARTED) TRAINING

This course is designed to train personnel responsible for conducting an A-76 study. This training provides students with an understanding of the A-76 study process, and focuses on the preparation of the A-76 study documents, to include the performance work statement (PWS), Management Plan, In-House Cost Estimate (IHCE), Technical Proposal Plan, Transition Plan quality assurance plans, and the A-76 team support required to support the contract solicitation. This training will provide the student with the foundation and confidence to conduct an effective A-76 study.

 

COURSE SUBJECTS

Day 1

0800 - 0900:  Commercial Activities (A-76) Program Overview  Discusses the purpose of the A-76 study components, to include the Performance Work Statement (PWS), the Most Efficient Organization (MEO) study, The In-House Quality Control Plan, the Transition Plan, the MEO Technical Performance Plan, the in-house cost estimate (IHCE) (i.e. the Governmentís bid), the A-76 Study Independent Review, the A-76 appeals process, and the Government employeesí "first right of refusal" employment opportunities, in the event of a decision to contract.

0900 - 1000:  Performance Work Statement (PWS)  Describes the purpose of a PWS, the performance based service contract approach, how "performance" is defined and specified, the difference between processes and outputs (i.e. the actual contract deliverables), and how the Governmentís performance expectations are identified in the PWS.

1000 - 1100:  Procuring a "Best Value" Contractor: Describes the process of conducting a negotiated procurement, developing the technical proposal requirements, and how the "best value" A-76 study commercial competition is selected for the A-76 cost comparison.

1100 - 1200:  The In-House Cost Estimate (IHCE)   Provides a detailed overview of the IHCE form components, including all costs associated with a Government and a contracted operation, and the typical information sources useful in developing these costs.

1300 - 1600:  A-76 Management Plan  Describes the contents the A-76 Most Efficient Organization (MEO), the MEO Quality Control Plan, the Transition Plan, and the MEOís technical performance plan.

 

Day 2

0800 - 0900:  A-76 Team Resource Requirements  Describes the types of specialists that should be included on the an A-76 team, why these specialists are required, and the typical team logistical support requirements.

0900 - 1000:  Organizing The A-76 Study Team  Describes the typical A-76 team member responsibilities and training needs, acquiring a "business" related perspective of the future operation of the studied function, how to develop an A-76 study schedule, and determining which A-76 team members require on-site training and which members will require formal training.

1000 - 1100:  Effective Use of an A-76 Consultant  Discusses those tasks which are best assigned to a consultant, and those that should be accomplished by the government A-76 team members, how to integrate the consultant into the installation A-76 team, and best methods to order work through a consultant statement of work.

1100 -1200:  Starting The A-76 Study  Discusses the purpose of a business unit analysis, how to determine if a function is ready for an A-76 study, how to develop successful A-76 study MEO and cost study strategies, approaches to attaining quality performance in either an in-house or contract operation, and the requirement for and how to prepare an A-76 study communications plan.

1300 - 1500:  Starting The A-76 Study (cont.)

 

PERIOD OF PERFORMANCE: 2 days

 

GOVERNMENT ASSISTANCE: Provide appropriate training facility, including computer equipment for presenting PowerPoint presentations.

 

COST OF COURSE AND ESTIMATED TRAVEL COSTS:

        a. Course cost: $2000.00. Includes all course development, course materials, and presentation for a 2 day course.

        b. Travel and Per Diem: Based on estimated airline and car rental car costs and the JFTR per diem allowances.
