PREPARING A-76 TECHNICAL PROPOSAL SUBMITTAL REQUIREMENTS A negotiated procurement allows the Government to acquire information to assure the offeror can, and get some insight if the offeror will, do the job satisfactorily. The Technical Proposal submittal requirements should be unique to the specified service. Additional information concerning experience, the offeror's organization chart, corporate financial assets, and a list of key on-site personnel are fairly standard for all negotiated procurements. In an A-76 study, the questions are vital to assuring only commercial companies who can specifically demonstrate a capability to provide full performance immediately upon the contract start are selected. If they, or the Government MEO for that matter, can not demonstrate such capability, then those offerors should be excluded from any further consideration. If only the Government MEOís proposal is considered acceptable, the function is retained in-house and the A-76 study is closed. The following describes the steps to develop good technical proposal submittal requirements.A. Good technical proposal submittal requirements should identify if the offeror actually understands how to manage a potential contract operation. The Technical Proposal should require a written presentation on such issues as
B. Developing the Technical Proposal Submittal Requirements The Technical Proposal submittal requirements should not be general; they should be specific to the contract requirements. For instance, a Technical Proposal submittal requirement for family housing maintenance service calls would be: SERVICE CALLS
C. Evaluating the Technical Proposal. To properly evaluate the submitted proposals, the Technical Evaluation Team should have specific criteria upon which to rate a submittal. Working from a common basis of evaluation, such a team could quickly form a team consensus with a minimum of effort and a very supportable conclusion and rating. For the service call example, the following evaluation standard could be used. Technical Evaluation Worksheets for Military Family Housing Maintenance
Offeror: ___________________________ Evaluator/Date: __________________________ [Evaluators: Initial your selected evaluation criteria descriptors and indicate the page(s) of the proposal where the information is provided] Factor 1b: Methods and Understanding - Service Calls RATING EVALUATION STANDARD EXCEPTIONAL ____________ Proposal provides a list of highly qualified personnel sufficient to respond to the projected service call workload and the supporting staffing rationale. Proposal reference______________________ The proposal describes an excellent list of equipment that will be readily available at the contract start. Procedures are described that indicate the Offeror has a plan to thoroughly maintain this equipment and have it readily available for use in accordance with the specified service call response times. Proposal reference__________ ____________ The proposed management methods are innovative and should assure service call requests will be received and responded to with a properly experienced craftsman within the specified response and completion times. Proposal reference__________ ____________ The Offeror has presented a thorough procedure to respond to "resident not home" situations. The proposed procedure has obviously been prepared for the specific conditions of this contract. Proposal reference__________ ____________ The proposal provides excellent procedures to assure emergency service calls received after hours will be accomplished well within specified response and completion times. Proposal reference__________
ACCEPTABLE ____________ The proposal provides a list of qualified personnel sufficient to respond to the projected service call workload and the rationale to support this staffing. Proposal reference______________________ The proposal describes an adequate list of equipment that will be readily available at the start of the contract. Procedures are described that indicate the Offeror has a plan to adequately maintain this equipment and have it readily available for use in accordance with the specified service call response times. Proposal reference__________ ____________ The proposed management procedures are adequate to receive service call requests and respond with a properly experienced craftsman within the specified response and completion times. Proposal reference__________ ____________ The Offeror has presented a complete procedure to respond to "resident not home" situations. The proposed procedure appears useable at this location. Proposal reference__________ ____________ The proposal provides adequate procedures to assure emergency calls received after hours will be accomplished within specified response and completion times. Proposal reference__________
MARGINAL ____________ The proposal provides no rationale on how the proposed service call staffing was developed. Staffing appears marginal, but may be adequate if proper management approaches are used. Proposal reference______________________ The proposed equipment list appears marginally adequate. It is not clear where the equipment will be maintained, and no specific information has been provided to show it will be available consistent with specified response times. Proposal reference__________ ____________ While the proposal indicates an overall understanding of the required management of service calls, the specific procedures are either incomplete or too vague to assure the Offeror understands the site-specific requirements of this contract. Proposal reference__________ ____________ The proposed "resident not home" procedures do not cover all potential situations, but do indicate an understanding of the requirement. Proposal reference__________ ____________ Although the proposal indicates an understanding of the "after hours" emergency service call requirement, the proposed procedure does not cover all potential situations. Proposal reference__________
UNACCEPTABLE ____________ The proposed staffing for service calls is not adequate, nor has the Offeror provided any rationale for the number of people shown. Proposal reference______________________ The proposed equipment is not considered adequate. The discussion concerning maintenance and storage provides no assurance the equipment will be available to meet the specification response times. Proposal reference __________ ____________ The proposal fails to adequately describe an acceptable method to manage the service call effort. Proposal reference__________ ____________ The proposed "resident not home" procedures are either extracts from the specification or so incomplete that it appears the Offeror does not understand the requirement. Proposal reference__________ ____________ The proposed "after hours" procedures are inadequate, indicating a lack of understanding of the contract requirement. Proposal reference__________
D. Rating the Technical Proposal Given such an approach, it would be relatively easy for the Government to exclude an inadequate offeror from the A-76 competition. To remain in the A-76 competition, an offeror must achieve at least an "Acceptable" rating. If using a "Best Value", negotiated procurement solicitation, an offer would almost have to score "EXCEPTIONAL" to remain in the competition. The Technical Proposal submittal requirements are the Governmentís best safe guard against having to award a contract resulting from an A-76 to a low bidding commercial offeror. Chances are, an offeror would be unable to support a low bid, if he/she had to respond to such technical proposal submittal requirements as shown in the above example. If no offeror passes the Technical Proposal evaluation, the A-76 study will result in an in-house decision |
